USA Chaplain Corp Ministry, Inc. (UCCM) is more than an organization; it is a global covenant dedicated to service, leadership, and spiritual renewal. Founded on a profound commitment to Elohim-centered ministry, we provide essential chaplaincy services that transcend borders, faiths, and cultures. Our work is built on a dual foundation: offering unwavering crisis support and confidential spiritual guidance to law enforcement officers, while simultaneously empowering communities and fostering a new youth with a new vision for a new generation. This is our prophetic mandate, and this is our story.
The genesis of UCCM is rooted in a simple, powerful truth: those who serve deserve to be served. Our mission is to be a steadfast source of strength and solace for the brave men and women in law enforcement and the communities they protect. We achieve this through our unique ministry of presence—offering compassionate chaplaincy, psychological support, and holistic care during times of both crisis and calm.
What truly sets UCCM apart is our global strategic footprint. Unlike locally-focused groups, we operate on an international chaplaincy scale, with active covenant partnerships spanning the United States, Israel, and Haiti. These strategic partnerships allow us to share resources, knowledge, and a unified message of peace, making us a unique entity in the world of faith-based service. We are building bridges between nations, cultures, and religions, all under the unifying values of compassion and service.
Our effectiveness and uniqueness are driven by three core principles that form the bedrock of everything we do.
Our international chaplaincy network is our greatest strength. Through our USA-Israel-Haiti partnership, we facilitate a cross-cultural exchange of wisdom and support that enriches our service delivery. This global perspective ensures our professional chaplains are equipped to serve in the diverse, multicultural environments that define modern public safety.
We are an Elohim-centered ministry, grounded in biblical principles and a love for Mashiah. This spiritual foundation gives us strength and purpose. However, our service is radically inclusive. We serve every officer, first responder, and community member with equal compassion and respect, regardless of their personal faith. This inclusive chaplaincy model allows us to build trust and provide genuine spiritual guidance to all.
UCCM operates as a leadership school of service. We believe that to truly transform communities, we must develop transformative leaders. Our members undergo rigorous advanced chaplaincy training in professional ethics, prophetic leadership, crisis response, and conflict resolution. This commitment to leadership formation ensures that a UCCM chaplain is not just a responder, but an empowered agent of transformation within their police department, military unit, or neighborhood.
The vision of UCCM is the culmination of its founder’s lifelong journey. Dr. Maxon Gaspard, our Central Leader and President General, has dedicated over 38 years to ministry and service. His story is one of profound commitment to Elohim, to law enforcement, and to the power of education.
Dr. Gaspard’s remarkable path in chaplaincy services began in 1994 when he was appointed as the first Protestant chaplain for the Haitian Army, where he pioneered a program to foster peace between the church and the government. After moving to the United States, he continued his vocation, serving with Gordon Food Services and later as a certified chaplain with the Miami Gardens Police Department. His credentials include a Diplomat Level certification and a Certified Instructor license from the International Conference of Police Chaplains (ICPC).
A scholar at heart, Dr. Gaspard embodies our core value of promoting education. His academic accomplishments are a testament to this commitment, including:
It is this unique combination of hands-on experience, academic excellence, and deep faith that led him to establish UCCM in June 2018. His personal motto—to cultivate a “new youth with a new vision for a new generation”—is the heartbeat of our organization, driving our investment in youth empowerment and academic assistance programs worldwide.
At UCCM, our work extends beyond immediate crisis response. We are committed to long-term community resilience and growth. Our programs provide critical disaster relief, access to food and shelter, and essential academic assistance to those in need. We believe that by strengthening the fabric of our communities and investing in our youth, we create a safer, more compassionate world for everyone.
